There are a lot of ways you can promote your business inexpensively in your local area.
1.) Business Cards - I think they are still the most effective, least expensive marketing tool there is! USE THEM! Always carry some with you and keep them in the top of your mind in personal situations as well as professional ones.
Leave one with the tip when you dine out
Write information, like your home phone number or a date to remember, on the back of a card to give to a friend or acquaintance
Pin a few of your cards up in public places like the local Laundromat, library or grocery store.
2.) Giveaways Coupons and Promotions - Expose your business in situations that your target customers are experiencing. It is ok to offer a deep discount or free gift where you otherwise would not have gotten the business anyway. This is free positive exposure, which leads to credibility, repeat customers and referrals.
Could new brides use your service? Talk to photographers, bridal shops, or tuxedo rentals ...
Do new homeowners make good customers? Talk with real estate agents, mortgage brokers, or contact the local "Welcome Wagon" ...
How about new moms? Hospitals often give new mommies a free diaper bag with all kinds of goodies in it. Why not something from you?
Also consider donating a worthwhile item to Bingo halls and other public forums.
3.) Event Booths - Churches, charitable or non-profit organizations and even local cities or counties often provide inexpensive or free "booth space" for various events where you could put your business in front of a lot of people. If you are not willing to "man the booth", hire someone.
4.) Media exposure - Donate a gift certificate or prize to your local radio station for one of their numerous contests. You get FREE exposure to a huge audience! Consider advertising on the local channel of your Cable TV provider. A small newspaper ad, in a section your target customers read, that appears consistently week after week builds credibility and recognition.
